Reasonably sure Kramer is not the Smog Strangler, George and Jerry try to clear his name. Over a pay phone, police agree to take them to the station, but the two can't even say where they are. (George to a passerby: "Excuse me, where are we?" Reply: "Earth.") The cops find them and, en route to the station, stop a guy from breaking into a car and throw him in back. George and Jerry let themselves out but leave the door ajar, and the collar (who turns out to be the real Smog Strangler) gets away. Kramer is arrested but freed when the murderer claims another victim, prompting joyous jigs, with the three singing, "The murderer struck again!"

Society Commentary
(Is Kramer a weed?)
Lt. Martel: I'm not interested in your explanations, Kramer! Sure, I bet you've got a million of 'em. Maybe your mother didn't love you enough, maybe the teacher didn't call on you in school when you had your little hand raised, maybe the pervert in the park had a present in his pants, huh? Well, I've got another theory Kramer: you're a weed.
Kramer: No ...
Lt. Martel: Society is filled with them. They're choking the life out of the all pretty flowers.

Fish-out-of-water fun. An improvement over Part One.

Though little has changed from the previous episode, everything has improved. With no celebrities appearing as themselves to bog down the story, the Seinfeld boys are free to stretch their athletically comedic legs. George and Jerry's friendship that eternally remains stunted from high school never lets up - from the phone to the cop car to the discussion of the pickle in the sandwich. Kramer, usually relegated as the "exotic" element in the show, is the pivotal character and uses all of his physical gifts this time. This trip to Los Angeles ends on a high note.

Part 3 of the Seinfeld mini-movie. This episode is more "seinfeldish" and less larry-charles-dark, and therefore the funniness shines through. George and Jerry in the police car acting like kids is great. Note one of the actors playing a cop is Jake Jarmel, who turns out to be one of Elaine’s boyfriends in a future episode.

Jerry: So, Kramer, what are you gonna do?
Kramer: Do? Do? Hey, I'm doing what I do. You know, I've always done what I do. I'm doing what I do. The way i've always I've done it, and the way I'll always do it.
George: Kramer, what the hell are you talking about?
